States that require uniforms rank at the bottom

The island of Guam has been having serious issues with violence, vandalism, low test scores, and drop out rates in their schools. They implemented a mandatory uniform policy to try to get these under control. Not only did the uniforms not cause any improvement, they prompted one citizen to do a comparative study of states with uniform policies vs. those without. This analysis shows that schools in states with mandatory uniform policies consistently score lower than states without policies (or with voluntary policies).
